I would think for two reasons: both sicker than we are.
First: if you have initiated a program of spreading disease-carrying agents, you would be interested in 'outcomes'. I would assume there would be a group of people employed for precisely that purpose. Mind you, they might no personally agree with what is being done to innocent people, but they don't make the decisions to put the programs into effect. Remind you of any politicians concerning the 'A' word? One can do these activities quite dispassionately, thank-you.
Worldly ethical responsibility floats top-down absolving all those who participate in unethical practices. Since we live in a very relativistic society, one that denies the Absolute, it follows that all are absolved from ethical wrong-doing. Hmm . . . fascist-fodder?
Second: and probably the driving force behind all these activities. There's lots of money to be made out there. The West is profit-driven - business is sacrosanct and very tightly protected by law and foreign policy. The populace? Well, it exists to serve the corporations. And most people think democracy works?
Sigh . . .
